Compiled August 2026 from each jurisdiction's published websites, policy PDFs, permit packets, and ordinances (6 parallel research agents, primary documents fetched and read; every claim below carries its source). Verification labels: VERIFIED = fetched page/PDF; SNIPPET = search result not fetched; INFERRED = from statewide code, not a local document. The branch is new (Hooksett NH home base, opened 2026), so this coverage list was derived from the branch's advertised service territory plus its commuting shed rather than an existing project list: 25 New Hampshire jurisdictions, with the advertised northern-Massachusetts and southern-Maine towns carried as a flagged tier.

The statewide frame (applies everywhere)

New Hampshire is now the most third-party-friendly state we operate in. SB 188 (2025 N.H. Laws ch. 246, effective 2025-07-15) created a statutory statewide "approved agency" regime: owners or their agents may hire licensed engineers, architects, or ICC-certified building officials to perform building code inspections and construction-document reviews in place of the local building official (VERIFIED, NHMA/NHBOA joint advisory PDF, nhmunicipal.org, read in full). Mechanics:
- Agency must be objective, competent, and independent of the contractor whose work is inspected, with conflict-of-interest disclosure. Engagement should run through the property owner, not the installing contractor.
- Professional liability insurance required: $2M per occurrence / $4M aggregate on projects up to $5M construction cost; certificate filed with the building official before starting.
- Agency files an affidavit of compliance (false statements exposed under RSA 676:13) covering documents and work.
- Permit fees drop 40% when an approved agency does document review, 40% when it does all inspections, 80% for both: the owner-side incentive is built into the statute.
- Deemed approval: permit must issue within 14 calendar days of the review affidavit, certificate of occupancy/completion within 10 days of the inspection affidavit, else approval occurs as a matter of law.
- Municipalities audit a percentage of approved-agency inspections (max 4/agency/month absent a safety threat); suspension only on clear and convincing evidence; appeals to the Building Code Review Board.
- Codification quirk (VERIFIED, gc.nh.gov): no RSA 155-A:7-a exists yet on the state's statute site; cite the session law, 2025 ch. 246, until codification lands. Towns are actively standing up SB 188 procedures now (VERIFIED example: Peterborough policy debate, Monadnock Ledger-Transcript 2026-08-05).
RSA 155-A (NH State Building Code): applies statewide as a floor: "All buildings, building components, and structures constructed in New Hampshire shall comply with the state building code and state fire code" (VERIFIED, RSA 155-A:2, gc.nh.gov). Editions per RSA 155-A:1 as fetched: IBC/IEBC/IPC/IMC/ISPSC/IRC 2021, IECC 2018 (deliberately held back), NEC 2023, with Building Code Review Board amendments ratified as of 2025-04-11. Confirm the edition in force with each building official; town pages below range from 2015 to 2024.
HB 428 (2025 N.H. Laws ch. 276, effective 2026-07-01) rebuilt local enforcement (VERIFIED, NHMA/NHBOA advisory + gc.nh.gov): RSA 674:51 and RSA 47:22 repealed; the machinery moved into an amended RSA 155-A:3 ("local enforcement agency" with a "building official"); local technical amendments to the code are now essentially prohibited: towns may only amend administrative matters (permits, fees) unless the state code falls more than two editions behind. Any pre-2025 write-up of NH local code powers is obsolete.
Enforcement is still local-option: where a municipality has no enforcement mechanism, the code applies anyway; the contractor must notify the state fire marshal before construction and bears code responsibility (VERIFIED, RSA 155-A:2 VI-VII); the fire marshal may enforce on written municipal request (VERIFIED, RSA 155-A:7). All 25 jurisdictions in this matrix run a building department or inspector, so no no-regime rows appear here.
Special inspections (IBC Ch. 17): adopted without NH amendment (VERIFIED, up.codes NH viewer; corroborated by SENH, which flags only the snow-load amendment), but enforcement is uneven: "Not all NH communities enforce IBC 2021 Chapter 17 requirements" (VERIFIED, senh.org). Nashua, Concord, and Rochester publish working Ch. 17 intake (below). The IRC has no Ch. 17 analog, so residential foundation repair carries no statutory special-inspection mandate; the operative residential mechanisms are the building official's ordinary inspections or an SB 188 approved agency (INFERRED from adopted-code structure).
No contractor licensing exists in NH for general/structural trades (VERIFIED, stated on Concord's commercial packet and Litchfield's own permit guide), so engineer involvement is the only professional-accountability layer many officials can reach for, which works in our favor.

Massachusetts & Maine (advertised territory, no UP certifier)

The branch's advertised service area extends into the Massachusetts Merrimack Valley (Methuen, Lawrence, Andover, North Andover, Haverhill, Newburyport, Dracut, Lowell, Chelmsford, Westford, Danvers) and southern Maine (York and neighbors). UP does not currently perform inspections in either state: John Valerio's Massachusetts SE license #34296 is INACTIVE, and the firm holds no Maine license. Frame notes for the day that changes:

Massachusetts: one uniform statewide code, 780 CMR 10th edition (2021 I-code base) effective 2024-10-11, sole code since 2025-06-30 (SNIPPET, multiple corroborating sources; mass.gov blocks fetches). "Construction control" by a registered design professional, including special-inspection duties per 780 CMR 17.00, applies to buildings over 35,000 cu ft; 1-2 family dwellings are exempt from construction control (VERIFIED, 780 CMR 107.6 via law.cornell.edu). Municipalities cannot make technical amendments (SNIPPET; primary cite not fetched).
Maine: MUBEC on the 2021 editions effective 2025-04-07 (VERIFIED, aiamaine.org); towns of 4,000+ must enforce, smaller towns choose, owner responsibility everywhere (VERIFIED/SNIPPET mix). Maine runs a formal state-certified Third Party Inspector program (16-642 C.M.R. ch. 2, SNIPPET), a ready-made lane if a Maine license is ever pursued.
